Matrix communication channel for government-to-citizen communication
“Piloting a matrix-based communication channel for G2C communication”
For FitKo (Federal IT Cooperation), we are developing a matrix-based pilot project designed to facilitate communication between public authorities and citizens via the BundID and the BundID mailbox and make it more secure.
The first step in the project “Piloting a messenger communication channel for G2C communication” is to evaluate new technological approaches for follow-up communication between public authorities (government) and private individuals (citizens). The focus is on testing new interaction patterns to optimize the user experience (particularly, a multi-device approach with app-based access and structured machine-readable communication) as well as improving data protection and IT security features (in particular, zero-trust architecture, security/privacy by design, and implementation of end-to-end encryption).
This project is an initiative of the Federal IT Architecture Board of the IT Planning Council (Föderales IT-Architekturboard des IT-Planungsrat (FIT-AB) ) and is being implemented jointly by FITKO and the BMI.
Concept development for the operation of a TIM matrix platform
A variety of aspects of the planned operation of a TIM matrix platform were identified, analyzed in individual concept papers, and commented on with suggestions for solutions and actions. The following concepts and consulting services were covered:

TI Messenger development
As a commissioned project for a customer, we developed a TI Messenger client and led and supervised its development until it was ready for certification.

NeoBoard
Our own successful Matrix-based product, NeoBoard, demonstrates our experience as Matrix experts and Matrix client developers.
NeoBoard is a standalone Matrix client that we developed based on various selected Matrix SDKs. It offers a completely independent user experience and application look and feel. As a Beyond Chat application, NeoBoard is not recognizable to users as a Matrix application. Users benefit from high security standards and enjoy an intuitive user experience reminiscent of other online whiteboard applications, such as Miro or Conceptboard.
NeoBoard impressively shows that the Matrix standard is not limited to chat applications and that the UX can be designed completely freely in proprietary client apps.
Matrix and Element: a solid foundation
Element as a partner
Element is the company that invented the Matrix protocol. With “ElementX,” “Element Web,” and the “Synapse” home server, it develops the reference implementations for the Matrix specification. It guarantees the further development and future security of the standard.
- We are Element partners in Germany—we offer development services for Element and Matrix. For example, if you want to develop your own Matrix or TIM messenger applications.
- Using the Widget API, we have worked with Element to further develop Element Messenger into a platform on which widgets use the Matrix protocol natively in rooms. Message rooms thus become data rooms for business applications. Individual business cases and processes can be mapped and supported by widgets. This creates optimal, subject-specific digital support for special cases and individual value-added processes.
- With a jointly designed module system, Element can be customized at the build level without creating a new fork. If you want your own customized Matrix Element Messenger, we are happy to support you with consulting, development, and maintenance services.
- As an Element partner, we of course recommend using Element Enterprise Services for the backend infrastructure. We offer development of individual client solutions for this purpose.

Certification by the Bundesverband mittelständischer Wirtschaft – BVMW
The BVMW (German association for small and medium-sized businesses) has certified that we have an internal quality assurance system for the implementation of its projects. This certification enables us, among other things, to provide consulting services for BAFA-funded consulting projects. The internal quality assurance system has been examined and confirmed by the BVMW and is recognized by the BAFA and the BVMW as proof of existing quality assurance equivalent to ISO 9001 certification.
Certification as IT expert for software development
The Bundesverband der IT Sachverständigen und Gutachter – BISG (federal association of IT experts and appraisers) awarded company owner and managing director Hans Thomas Nordeck certification as an “IT expert for software development.” To obtain this certification, Mr. Nordeck demonstrated over 20 years of practical experience as an IT consultant, software developer, and IT manager, among other things. He uses his expertise as an expert in software development at Nordeck IT + Consulting internally.
